    The PMO Manager will be responsible for the overall leadership, management, and effectiveness of the NewWave Project Management Office (PMO). This position is chartered with the development, implementation and continuous improvement of PMO policies, procedures, practices, tools, and training leading to highly effective and streamlined project management approaches and outcomes. This position is a key member of the Operation management team within the company and will be responsible for keeping executive leadership apprised of all PMO activities and priorities in support of the Office’s mission.


    Performs duties and responsibilities commensurate with managing the Project Management Office, which may include, but are not limited to, any combination of the following tasks.


    •  Responsible for defining the corporate standards for Project Management Governance
    • Continue to develop and mature the design of the Project Management Office, continuously improving the effectiveness of the PMO in support of Operations and Program Delivery.
    • Develop, implement and maintain project management best practices and standard practices (leveraging PMBOK, CMMI and other industry standards) to support project activities within the organization
    • Assist Program Delivery organizations with implementation of PMO best practices across each of the organization’s respective projects; work closely with Project Managers to ensure effective utilization of Industry, Corporate and PMO best practices. 
    • Serve as a subject matter expert within the organization for project management knowledge areas and work with the Leadership team to update Project Management methodology and acquire, implement and institutionalize tools for the organization. 
    • Work with Corporate leadership to understand strategic and tactical goals and translate into effective support and project governance services.
    • Establish and implement a methodology for assessing project compliance with the organization’s project management standards, such as Risk Management, schedule management, quality, and financial management.
    • Define, implement, and measure effectiveness of project management methodologies as well as project management tools used across the Organization.
    • Develop and measure against Key Performance Indicators (KPI) for the PMO and the projects
    • Provide direction, leadership and mentoring to PMO staff members to include: assignment of work, establishment of staff performance objectives, and administering the performance review process for all PMO staff.
    • Establish measurable team and individual staff objectives that are aligned with business and organization goals; measure progress in these areas throughout each fiscal year.
    • Develop and maintain productive working relationships with organizational stakeholders (e.g., program delivery team).
    • Facilitate project reviews, and Monthly Sponsor meetings to ensure project requests are prioritized and planned.
    • Directly lead the program management of a specific initiative or a set of initiatives from initiation through delivery, as determined by the priority and/or overall strategic impact of the initiative.
    • Directly support the organization’s agile/digital transformation initiatives, and assist Project Managers with adoption of Agile methodology
    • Establish and implement an Earned Value Management competency.
    • Provide training and mentoring to the organization as related to project management best practices and standard practices

    • Bachelor’s degree required
    • Project Management Professional (PMP) certification required
    • 3 - 5 years people management experience 
    • 3 - 5 years Project Management Office experience
    • Prior experience with the development and implementation of a corporate PMO
    • 7 - 10 years of hands on project management experience 
    • Agile software development experience
    • Must hold or be in active pursuit of PMI preferred certification.
    • Experience with Earned Value Management
    • CMMI L3/L4 experience in a Government Contracting environment 
    • Ability to maintain confidentiality and carry out assignments that are sensitive in nature



    • Master’s Degree preferred.
    • Extensive knowledge of project management standards, processes, procedures and guidelines\
    • Experience with Earned Value Management implementations highly desirable.
    • Knowledge of the industry project management best practices (i.e., Project Management Body of Knowledge - PMBOK)
    • Health Information Technology experience and background is highly desirable.
    • Knowledge of the organization and functions of an information technology business operation


    Technical Skills

    • Advanced skills in the use of project management software to manage projects (e.g., MS Project, VSTS, JIRA, etc)
    • Proficient in Microsoft tools such as, Project and Microsoft Project Server, Power BI, SharePoint
