Responsibilities

The successful candidate will be part of a highly professional, results-oriented company and will provide timely and reliable cost, schedule, and technical performance measurements to program managers in accordance with the established EVMS.

 

Provides management techniques that relates resource planning to schedules and to technical, cost, and schedule requirements. All work is planned, budgeted, and scheduled in time-phased “planned value” increments constituting a cost and schedule measurement baseline. Reviews and reports effective internal cost and schedule management control systems to permit the Government to be able to rely on timely data produced for determining product-oriented contract status. Also provides subject matter expertise support in the creation and maintenance of detailed project plans and comparing work plans to statements of work. Conducts assessments and evaluations of project performance through the independent analysis and interpretation of objective and subjective evidence, and through direction discussion with project team members. Conducts extensive research on EVMS related topics in order to provide subject matter expertise to contracts with EVMS requirements. Demonstrates good oral and written communication skills. 

 

Works closely with program managers to provide guidance on the determining earned value variances for cost control, resource management, and scheduling;
Responsible for maintaining project baseline integrity, providing comprehensive variance analyses to
appropriate levels of management and ensuring managers are made aware of actual or potential problems;
Duties may include budget forecasting, variance identification and schedule analyses to advise all levels of Government leadership on cost, schedule, budget, and calculated EVM metrics. Impacts to program
milestones, future budget cycles and reporting on dependencies and opportunities for efficiencies are based on metrics, calculations, and resources. These tasks may require the advanced use of automated project scheduling, web-portal budget, and information management systems to track and report regular status on ad hoc requests or on a reoccurring basis for integrated and individual projects.

 

Job Requirements:

  • Complete ANSI/EIA 748 Standard Reports
  • Apply the EVM system and its data across multiple projects
  • Generate timely and reliable information reports on a monthly basis
  • Consolidate and analyze project Financial data
  • Provide creative & alternative recommendations to improve financial performance
  • Assemble and summarize data to structure sophisticated reports on financial status and risk
  • Assists with the development, execution and maintenance of program budgets and financial plans that align with the baseline
  • Ensure the EVM portions of the program run efficiently
  • Collaborate with the Financial Managers on monthly financial/EVM requirements as well as ETC and EAC analysis
  • Evaluate cost and schedule variance as well as corrective actions
  • Assist in project Integrated Baseline Review (IBR)
  • Review charging and task assignments for accuracy & implement redirection as needed
  • Assists CAMs with analysis, development of the EVM baseline, and monthly cost/VAR submissions
  • Assist in developing the monthly forecast projections as well as keep track of staffing changes
  • Understand how EVM and project financials affect the company-wide financial health & make decisions accordingly.
  • Specific focus will be to work with EVM team to manage EVM data such as the EVM portfolio status dashboards and briefings, and to help program project officers and contracting personnel implement EVM best practices.
  • Be able to use Microsoft Excel to enter data, and create complex formulas, using pivot tables, to create charts, and embed editable charts and tables into PowerPoint and create briefings
  • Assist with developing EVM policies and procedures in accordance with HHS EVM guidelines, and standard language to be inserted in solicitations and contracts that outlines the EVM requirements as defined in the EVM policy
  • Assisting with EVMS implementation plan pre-award reviews and recommendations
  • Assist program/project managers and contractors on EVM data reporting
  • Provide a monthly analysis of EVM data and validating a monthly dashboard for each active contract and task orders in the approved format
  • Support development and implementation of a web-based system for aggregating and viewing EVMS data
  • Deliver briefings regarding the EVM status of all projects
  • Validate EVM data provided by contractors supporting the program






Qualifications

  • Job Qualifications
    Minimum Education Requirement:

    • Bachelor’s degree in relevant field
    • Must be facile on industry Standard Program Management computer-based applications (e.g., Primavera, Microsoft Project) for program/project scheduling, and resource-defined scheduling with dependencies (e.g., Integrated Master Schedule); and Risk Management.
    • Seven (7) or more years of progressive EVM experience

     

     

     

    REQUIRED QUALIFICATIONS

     

    • Mastery of EVM concepts to evaluate performance, knowledge of contracts and post-award procedures for complex cost and incentive type contracts and to consider the effect of contract terms and conditions on settlement of award and/or incentive fees.
    • Expert knowledge of advanced economic, statistical, accounting, and financial analysis principles and techniques (g., regression analysis, learning curve analysis, probability) to analyze EVM data, reports and other technical documentation and to determine a given level of risk associated with the successful project execution.
    • Expert knowledge of disciplines such as mathematics, statistics, operations research, cost and schedule analysis, economic analysis, and data science as required for conducting analysis on EVM issues and systems to identify actual or potential problems.
    • Knowledge of contract performance management, requirements and procurement, and sufficient knowledge of related fields, to obtain and use advisory reports from contractors, engineering, production, audit, quality assurance and other specialists to establish EVM Mission Execution objectives and independent conclusions and recommendations regarding procedures and systems relating to reporting, estimating and executing internal procedures.
    • Expert knowledge of cost performance reporting and management-oriented audits to evaluate the application of EVM to project execution including expert knowledge of supplier and/or government cost and pricing, ceilings, variances, and estimates to completion.
    • Expert knowledge of the major cost drivers associated with DOE Acquisition Programs - this includes knowledge of functional operations and processes (g.,production control, plant management, engineering, and manufacturing operations) of plants involved in the design, development and manufacture of nuclear materials and clean-up of obsolete facilities and sites.
    • Knowledge of business and cost schedule analysis to appraise the adequacy of proposed or utilized EVM system surveillance or EVM program analysis procedures, techniques, methods, or assumptions.
    • Knowledge and understanding of project/program management techniques and DOE management systems to define data requirements and perform related analysis.
    • Refined communication skills, using a variety of media formats and presentation techniques, g., to conduct conferences with various government personnel on EVM project execution.
